Needs Assessment & Bond Funding Estimating

No one knows better than LSA how important it is to accurately predict how much bond funding to obtain for a needed capital program. Our experienced conceptual estimators are experts at assessing how much a project should cost, even in the very earliest stages of design. This expertise has been recognized by both the State Real Estate Services Division and OPSC, which employ LSA as the standard by which they set their own costs.
 
 

Order Estimating

LSA’s experienced project managers & estimators are experts at both change order estimating and negotiation. Due to our extensive database of verified construction costs, our published manual “Current Construction Costs” used by most state and local agencies, and our ability to perform extremely detailed and unassailable change order estimates, LSA has been very successful in reducing change order costs for both owner and architect.

Value Engineering

Value Engineering is the systematic effort to obtain more value not only in a reduction of initial costs but in reducing the life cycle costs of a building over the long-term as well. The team at LSA has been at the forefront of Value Engineering for over 40 years.

Water and Air Quality Services

Saylor maintains an active stormwater practice, providing SWPPP inspection as well as Stormwater and Air Quality Monitoring for numerous Caltrans projects throughout Northern California. Our experienced Qualified Stormwater Developers, Qualified Stormwater Practitioners, and environmental scientists are experts in complex SWPPP and water/air quality regulations. 

  Insurance Claims Analysis

Leland Saylor Associates Insurance Services Practice focuses on construction claims in an insurance context by helping Underwriters and Adjusters determine the value of property and casualty losses, defects, and liability claims. Practice leader Steve Santaguida brings 38 years of construction and claims experience to resolving insurance claims. He leads a team of experienced claims consultants that provide outstanding customer service, investigation, and cost analysis to clients. At Saylor, we understand the questions posed by adjusters and know how to support our insurance clients. Many of our claims consultants bring over 40 years of real world construction experience to the claims practice.In addition to our national practice, our claims consultants are ready to support our insurance clients in any part of the globe, speaking Spanish, Cantonese, Russian, Tagalog, Punjabi, and Hindi. Construction Inspection

Saylor provides construction inspection services for transportation and building construction projects including bridges, overpasses, highways, various landslide and airside projects for aviation centers, and other institutional construction. Inspection specialties include Caltrans structures, concrete, masonry, structural, mechanical and electrical inspection. Recent inspection projects include the new California Department of Corrections and Rehabilitation (CDCR) California Health Care Facility including special inspections on structural masonry (DSA), structural steel, fireproofing and reinforced concrete and MEP inspection services at San Francisco International Airport (multiple projects.)
